NSC Receives FG Approval To Process Procurement Of ICTN


The Executive Secretary of the Nigerian Shippers Council, Dr Pius Akutah on Thursday, 2nd April 2026, confirmed that the Council has gotten approval from President Bola Ahmed Tinubu to begin the procurement process towards full implementation of the International Cargo Tracking Note (ICTN)


‎Dr Akutah made the disclosure during a stakeholders engagement organised by the Ministry of Marine and Blue Economy in Lagos, assuring that before the end of the year, the ICTN implementation would commence.


‎Responding to questions from stakeholders during an interactive session, Akutah said “We have already obtained approval of Mr President to go for the procurement process for the ICTN, and that is ongoing, and we are very hopeful that before the end of this year, we should come up with the ICTN”


‎The Shippers Council boss noted that the ICTN has undergone so many set backs and suspension in implementation, adding that this was why the Minister of Marine and Blue Economy, Adegboyega Oyetola is trying to ensure that all outstanding challenges are resolved once and for all before taking off officially.


‎“All of you know that we have history of implementation, suspension and all that, so the Minister is taking all necessary steps to ensure that any other implementation under his leadership would not be suspended, so all efforts is being deployed to ensure that pending issues are all resolved before the ICTN implementation begins” he said


‎The ICTN initiative, which acts as an economic tracking tool, is projected to block revenue leakages, track movement of Nigerian bound cargoes and boost government income, with estimated annual savings potential of up to ₦900 billion.


‎The implementation of the mandatory cargo pre-arrival document has however faced persistent delays due to sustained opposition from freight forwarders who believed it’s implementation will be an added financial burden on port operators.

NIMASA Reshuffles Management Team For Enhanced Efficiency And Inter-departmental Collaboration
